The primary purpose of the Field Services Unit is to provide financial, administrative and programmatic oversight of the NC Department of Commerce, Division of Workforce Solutions (DWS) programs by ensuring that all Workforce Innovation and Opportunity Act (WIOA) and US Department of Labor (USDOL), Employment and Training Grant funds, received by the Division of Workforce Solutions (DWS) and subsequently distributed to local Workforce Development Boards (WDBs) and other agencies are expended in accordance with relevant laws, statutes, and regulations; and by ensuring that proper systems are in place to efficiently and effectively operate WIOA programs, and to safeguard the assets acquired with WIOA funds. The Division distributes over $64 million annually in federal funds for three Title I WIOA programs that serve over 13,000 participants statewide. Annual monitoring activities are required by law per 29 CFR 38.51 and 2 CFR 200.328. The Field Services team provides oversight of the internal and external programs for DWS through developing, implementing and maintaining procedures and systems to ensure local WDBs are compliant in all phases of the WIOA operation and the program goals are achieved.
The primary purpose of this position is to serve as a programmatic monitor, specializing in programmatic systems and operations for the twenty three Workforce Boards and other sub-grantees in the State of North Carolina who receive funding to operate workforce programs under WIOA. This position is part of a team, consisting of the programmatic and financial monitor, who both serve as the primary contacts between DWS and its WIOA funded sub-recipients on relevant professional technical matters. The monitor will review for programmatic compliance and work with a financial monitor as a team for eight assigned boards. The Field Services Programmatic monitor is specifically responsible for assessing administrative and programmatic systems of their assigned boards to determine if there are weaknesses; to monitor for compliance with applicable laws, regulations, and other administrative requirements upon which the release of funds is conditioned; to provide technical assistance and training; and to keep the Division aware of activities, problems, and if there are weaknesses or need which impact the quality of the programs. The monitor also serves as the primary individual to detect questionable or potential disallowed costs and instances of fraud or abuse related to programmatic operations, which protects the integrity of the program. The Field Services team members work together to assure that the grant recipients have the capability of managing their WIOA funds and are operating their federal and state programs effectively and efficiently.
Knowledge, Skills and Abilities / Competencies

  • Demonstrated ability to interpret and apply complex federal, state and local government regulations and laws.
  • Demonstrated knowledge of working with federal, state and local government agency directives with workforce development program design and implementation and case management.
  • Demonstrated ability to identify and analyze programmatic issues and provide support with corrections or adjustments to program systems or procedures for a solution.
  • Demonstrated ability working with Financial Management Systems.
  • Demonstrated ability to establish effective working relationships with various levels of management within an organization.
  • Demonstrated ability to convey complex information in a clear and concise manner in verbal, technical reporting and document form to various levels of management.
  • Demonstrated ability to work as a team member and coordinate work to meet the objectives and timetables as required.
  • Available to travel extensively with overnight stays. 

Management Preference

  • Applicants with intermediate experience with Microsoft Word, Excel and PowerPoint.
  • Applicants familiar with NCWorks Online.
  • Applicants familiar with WIOA Program.
  • Applicants familiar with Case Management Systems. 

Minimum Education And Experience Requirements

A Bachelor's degree in accounting, finance, or business administration, public administration, or a related discipline from an accredited institution and one year of related experience; or an equivalent combination of education and experience.
