We are seeking a talented individual for a Manager, Procurement Sourcing. The Manager of Procurement Sourcing manages the end to end procurement process for one or more sourcing categories, including creation and management of a strategic sourcing roadmap, functional executive interlock, negotiations, fair value determination, and cross-functional influence. The Manager, Procurement Sourcing owns the bidding and quotation process for purchased goods and services and leads cross-functional sourcing teams. This position oversees the end to end the purchasing process and ensures compliance with all policies and regulations. The Manager, Procurement Sourcing has direct ownership of key deliverables, metrics, including savings, efficiency and controls measurements and is responsible for maintaining an efficient and controlled process.

Essential Responsibilities

  • Manages the strategic and day-to-day procurement operations, including heavy interaction with vendors and internal client executives providing procurement direction, analysis and recommendations.
  • Ensures timely and accurate processing of purchasing/payment documents such as purchase orders, Equipment & Service Requests (ESR), travel reimbursements, and stipends while maintaining compliance with corporate, state, and federal policies and regulations.
  • Drives procurement activities, including creation and ownership of a sourcing roadmap and strategy.
  • Leads the vendor sourcing process and ensures all procurement policy steps are followed from source to pay.
  • Manages vendors to ensure efficient operations and issue resolution.
  • Supports the development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in the accomplishment of established goals.
  • Performs miscellaneous job-related duties as assigned.
  • Participates in and contributes to the quality management system.

Knowledge, Skills and Abilities:

  • Knowledge of procurement principles, procedures, and standards.
  • Effective negotiator.
  • Knowledge of 7 step sourcing methods and a deep understanding of strategic sourcing, including source selection and fair value techniques.
  • Knowledge of the procure to pay process
  • Ability to communicate effectively, both orally and in writing. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to foster a cooperative work environment. Ability to work effectively with diverse populations.
  • Ability to process computer data and to format and generate reports. Ability to verify data input and correct errors.
  • Ability to develop, plan, and implement short- and long-range goals.
  • General writing skills
  • Working knowledge of Microsoft Office, Internet and e-mail.

Work Conditions and Physical Demands:

  • Primarily sedentary work in a general office environment
  • Ability to communicate and exchange information
  • Ability to comprehend and interpret documents and data
  • Requires occasional standing, walking, lifting, and moving objects (up to 10 lbs.)
  • Requires manual dexterity to use a computer, telephone, and peripherals
  • May be required to work extended hours for special business needs
  • May be required to travel at least 10% of time based on business needs

Minimum Education:

  • Bachelor’s degree in Supply Chain Management, Business Administration, Finance or Accounting required

Minimum Related Work Experience:

  • 7+ years’ experience in a Procurement, Strategic Sourcing, or Buying role related to indirect goods and services
  • Experience with IT Hardware and Software procurement required
